DOWNTOWN REVITALIZATION
Ludgate Engineering is bringing downtowns to life. Civil engineering is a lynchpin of a successful Main Street revitalization program. In addition to providing new curbs, streetlights and other improvements, the civil engineer addresses physical corrections such as basic drainage and traffic management systems.

Ludgate has completed revitalization projects in three Main Street Programs: Phoenixville, PA, West Reading, PA and Hamburg, PA. Engineers at Ludgate are currently working with the Borough of Sinking Spring on a downtown revitalization plan.

ZONING
Zoning officers, zoning enforcement, preparation of zoning ordinances and zoning maps. Ludgate municipal services representatives are experienced zoning officers for municipalities in Pennsylvania.

ACT 537 SEWAGE DISPOSAL FACILITY DESIGN
Percolation and probe testing, analysis and design of individual and community on-lot sewage disposal systems (OLDS). Our experience includes residential, commercial and industrial projects, as well as system failure determinations and mitigations. Our staff includes 5 Pennsylvania Certified Sewage Enforcement Officers.

BUILDING CODES
Building Code Officials, Residential and Commercial Building Inspectors.

The important role of a building code official (BCO) is relatively new and not yet familiar to many municipalities. A BCO is ultimately responsible for any permitting or building code violations.  It is essential that this person is someone who will keep the municipality well informed.  A key duty of the BCO is to make sure all required permits are in place and required inspections are completed. An inspector performs the inspections and reports his or her findings to the building code official. The official then issues the necessary permits, Notice of Violations, Stop Work Orders and Certificates for Use and Occupancies.

A BCO verifies zoning including stormwater, well, driveway, septic, electrical, plumbing, mechanical and ADA before reviewing the building permits and plans. In order for a municipality to truly realize the benefits of a BCO this individual should coordinate the zoning permits, building permits, Stormwater Ordinance and Land Development (SALDO) plans.

A common misconception is that the building code official and inspector must be from the same firm or company.  This is not true. In fact, employing a BCO from another firm is often a wise idea, as it institutes checks and balances in the system.

ROADWAY DESIGN AND REHAB
We have provided engineering and/or consultation for roadway design throughout Pennsylvania. Typically these projects involve either the design of new roadways for development projects or the rehab or upgrade of an existing road that will see increased traffic or loads.

PENNDOT APPROVAL
Prepared PennDOT Highway Occupancy Permit applications (and other applications) for dozens of projects. Ludgate Engineering has secured permits for projects ranging in size from those that involved the upgrade of state highways for increased heavy traffic loading to residential driveways.

CONSTRUCTION MANAGEMENT & OBSERVATION
Our staff has performed engineering observation on many site locations, most of which we have designed. This observation involves the preparation of specifications, review of construction, interpretation of the design plans, review of payment requests, and client meetings during construction.

BUILDING RENOVATION
Our building rehab/renovation services have primarily been employed by authorities or other public boards. The rehab/renovation projects Ludgate completed involved buildings with structural problems, re-roofing issues or other minor modifications, major renovations to government housing and miscellaneous renovation projects for private clients.
